Where an offender's psychosis is either caused or triggered by voluntary methamphetamine use, the presence of paranoia and psychosis does not depend upon any element of choice and accordingly the mitigating effect of mental illness on moral culpability is reduced, while the need for personal deterrence and community protection is increased.
