An extension of time to appeal will only be granted after a long and unjustifiable delay in the most extraordinary circumstances and to avoid a plain injustice. The absence of a reasonable explanation for the delay, combined with the lack of merit in the proposed appeal and prejudice to the respondent, will be fatal to such an application.
