A sentencing discount for cooperation with police is not available merely because the offender was willing to cooperate and told authorities all they knew; the discount is only available where the information provided is effective in combating criminal activity or leading to the apprehension and prosecution of other offenders. For importation of approximately 2 kilograms of heroin by a courier, a starting point of 16 years imprisonment before discount was appropriate.
