Imprisonment is required for indecent dealing with children absent exceptional circumstances, but a sentence of two years for a single offence by a young first offender with no prior history exceeded the sentencing range in 1995. Courts must not ignore sentencing trends for comparable offences, and any increase in general sentencing levels should be achieved without creating a legitimate sense of grievance for a particular offender.
