The youth of an armed robbery offender is not of itself sufficient to constitute an exceptional circumstance justifying departure from a full-time custodial sentence. Where a young offender conducts himself as an adult and commits a crime of violence or considerable gravity, the retributive and deterrent elements of sentencing must be given appropriate effect. An allowance of approximately 35% for an offer of assistance that may potentially but not necessarily be taken up accords with the approach in Cartwright and Chu.
