A sentence of 2.5 years imprisonment for cocaine importation involving 37.8 grams pure over 15 months as a local distributor was manifestly inadequate even where the offender suffered personality disorders and depression and was under the malign influence of a co-offender, and was replaced with 4 years. A 'tariff' derived from a small sample of comparable cases is insufficient to establish a sentencing range; sentencing involves a synthesis of matters in a discretionary exercise, not a rigid mathematical exercise governed by tariffs. On a Crown appeal, the substituted sentence is constrained to the bottom of the range appropriate to the individual offender's crime and circumstances.
