A sentencing judge is not obliged to state the starting point for sentence or to quantify specific discounts for mitigating factors, provided it is clear from the sentencing remarks that all relevant mitigatory matters were taken into account. In serious drug trafficking cases, personal mitigatory factors including psychiatric illness have a reduced role where the offending was deliberate and commercially motivated. Where concurrent sentences are imposed for drug offences involving different quantities, the lesser quantity should be reflected in a lower sentence on that count.
