A total sentence of 15 years' imprisonment for 11 drug trafficking offences involving large-scale heroin dealing (including 225 grams at high purity) committed while on parole and bail was upheld as moderate rather than excessive. An offender's depressive disorder, mild intellectual impairment and vulnerable personality are dwarfed by the seriousness of large-scale drug trafficking where the offender acted with full knowledge of the harm caused and for commercial gain. Rehabilitative efforts while on remand carry little weight in serious drug cases. Imprisonment in the range of 7-10 years for possession of 75-150 grams of heroin was recognised as appropriate, with amphetamines treated in the same class of seriousness as heroin.
