A sentence for substantial involvement in the manufacture of a large commercial quantity of amphetamine, committed on bail during trial for similar charges, must reflect the objective gravity of the offence even after a 50% discount for assistance to authorities. A sentencing judge who applies the upper limit discount for assistance must not also vary the ratio between minimum and additional terms to reflect the same assistance without explanation, as this risks double-counting. The minimum term must always be commensurate with the objective gravity of the crime.
