A combination of relatively minor participation in drug supply (declining to act as courier but introducing potential couriers), significant assistance to police authorities, and a serious medical condition rendering the offender unsuitable for custodial alternatives can together constitute exceptional circumstances justifying a non-custodial sentence for drug supply offences.
