A strong subjective case including no prior convictions, extensive community work, successful rehabilitation through a MERIT program, good employment prospects, and commendatory evidence from community leaders does not, without more, constitute exceptional circumstances sufficient to displace the requirement for a full-time custodial sentence for deemed supply of prohibited drugs in trafficable quantities. Periodic detention is not usually considered an appropriate sentence for prohibited drug supply offences.
