A general discretion in a town planning scheme to approve development notwithstanding non-compliance with prescribed standards may extend to car parking requirements, even where the scheme contains a specific and more limited power to reduce parking bays. The specific power does not necessarily exclude the general power unless there is an intention to do so. The prohibition in the specific clause ('under no circumstances') is confined to reductions under that clause and does not apply to the scheme generally.
