Where a mixed-use development includes both residential and non-residential components, the council retains discretion under cl 4.5.1 to approve non-compliant aspects of the non-residential development. The R Codes set standards for certain residential development but do not determine what uses the council may approve; that is governed by the Scheme's zoning table. The density requirement of site area per dwelling refers to the total area of the land the subject of the application, not to clear or open space.
