A requirement as to the giving of notice under s 47(1)(c) of the Local Government Act 1993 is a 'procedural requirement' within s 729, meaning challenges to council decisions on the ground of non-compliance with notice requirements must be commenced within 3 months. A failure to afford procedural fairness in a council tender process cannot ground relief under s 674 of the Act because the obligation arises at common law, not under the Act itself. Where a dictionary definition in the LG Act would impose impractical requirements if incorporated into a particular provision, the dictionary definition does not apply.
