An occupier of a public building does not breach its duty of care to an able-bodied person by failing to install handrails, edge-delineation strips or warning signs on external steps that comply with relevant building codes and are normal and unremarkable in appearance. The duty owed to a particular plaintiff is assessed by reference to that plaintiff's characteristics, not those of a broader class of potential users including disabled persons. Non-compliance with an Australian Standard that does not apply to the premises in question is irrelevant to the question of liability.
