A heading or description in the Index to a zoning map incorporated in a LEP is sufficient to 'identify' land by that description for the purposes of Schedule 1 to SEPP 5, even where the heading has no operative force within the LEP itself. Schedule 1 does not require that the identifying description have discrete operative effect in the environmental planning instrument; descriptive use is sufficient. The concluding words of Invergowrie — that neutral markings on a map may be given effect by another planning instrument — support rather than undermine this conclusion.
