The term 'secondary principal' is ambiguous and of dubious value in sentencing for drug offences; sentencing judges should focus on the actual role played by the offender rather than arbitrary classifications. The mitigating effect of an offender's drug use does not extend to offenders operating above street level in the drug distribution hierarchy. Judicial Commission statistics based on very small sample sizes are of limited value.
