An organiser who manages and controls a drug distribution network, sending runners to perform street-level deals, is not to be equated with the runners themselves for sentencing purposes and is not a person of low culpability. Sentencing statistics, while useful for guidance, do not constrain the sentencing discretion; the task is to assess an appropriate sentence for the particular offender and offence in the context of the statutory maximum. A sentence at the top of the statistical range provokes examination but does not demonstrate error.
