A plea of guilty combined with full confession and cooperation with authorities, where the admissions were vital to establishing the prosecution case, may constitute circumstances of such significant weight as to justify a sentence below the R v Wong guideline range for commercial quantity heroin importation. The assessment of remorse and contrition by a sentencing judge enjoys a peculiar advantage over an appellate court and cannot lightly be disturbed on appeal where there is a rational basis for it.
