Intentional concealment of prior disciplinary history from a disciplinary tribunal constitutes a weakness of character of a disqualifying nature that warrants striking off rather than suspension, even where psychiatric evidence explains the practitioner's avoidance behaviour. Suspension is appropriate only where the practitioner has fallen below expected standards but not in a way indicating lack of character and trustworthiness; where the Court must be satisfied of good character before the practitioner can practise again, striking off is the appropriate order.
