A guilty plea to trafficking in a commercial quantity of cannabis constitutes an admission of all essential elements including the commercial quantity aggravating circumstance, and where the accused was legally represented throughout and bargained for the charge, no exceptional circumstances exist to permit withdrawal of the plea on appeal. Where successive crops of cannabis are grown as part of a continuing business, the Crown may charge trafficking between dates and aggregate the total quantity of plants across crops to establish a commercial quantity.
