An appellate court should not assess the adequacy of a sentence by measuring the percentage discount from a notional starting point; the essential task is to determine whether the sentence actually imposed is manifestly excessive or inadequate. The attempt to measure the size of the discount diverts the court from this essential task. In commercial drug importation cases, the need for deterrence reduces the mitigatory power of an early guilty plea, good character, and hardship considerations.
