A sentencing court must not review the adequacy of sentences imposed by earlier judicial officers and calculate the sentence for the offence before it as the amount needed to reach a perceived appropriate total. The proper approach requires fixing an appropriate sentence for the offence, applying mitigating factors including a guilty plea discount of at least 25%, and then considering cumulation and totality. The 25% guilty plea discount established in Radebe applies equally to pleas in the Court of Petty Sessions.
