The purity of a prohibited drug is a factor of some importance in sentencing but must not be elevated to the chief factor. Purity may indicate an offender's level within a criminal hierarchy. For couriers, purity may be less relevant because they may have no knowledge of it. A sentencing judge who reduces a sentence by one-third solely on account of low purity gives excessive weight to that factor.
