A Tribunal's acceptance of certain factual claims by a protection visa applicant does not, as a matter of law, require the Tribunal to find a well-founded fear of persecution for a Convention reason where the Tribunal's other findings of fact — including findings about the level of political activity and credibility — support a contrary conclusion. The failure to draw a particular inference from accepted facts does not constitute jurisdictional error.
