The word 'procure' in s 354(2) of the Criminal Code (Qld) (kidnapping) means 'enable' or 'facilitate' and does not require that the person whose act is procured be compelled or induced to do it. A person who forcibly detains another with intent to enable a co-offender to commit an offence against the detained person commits kidnapping, even where the co-offender had already independently determined to commit the offence. The scope of the first limb of s 354(2) ('intent to gain anything from any person') in the context of sexual offending was left open.
