In culpable driving cases involving multiple deaths and serious injuries, sentences of 12 months for negligently causing serious injury (20% of the maximum), minimal cumulation, and a non-parole period less than 50% of the head sentence may be manifestly inadequate. General deterrence remains of paramount importance in culpable driving sentencing, and the youth of the offender does not substantially moderate that requirement. Each victim must be adequately recognised in the sentence structure through appropriate cumulation.
