A Medical Assessment Panel that relies entirely on its own clinical examination rather than prior medical reports is not relieved of its statutory obligation to give reasons; it must describe its examination findings, explain why it did not give weight to medical reports before it, and set out its reasoning process. The physical and psychiatric components of a Panel determination are severable where they can logically stand alone.
