A Medical Assessment Panel's determination must do more than baldly state conclusions; it must analyse the conflicting medical evidence, identify which reports are accepted or rejected and why, record the nature and effect of questioning of the worker, and state what was found on clinical examination and how those findings support the determination. A panel has discretion whether to re-examine a worker but should state reasons for not doing so, particularly where the worker's condition may have changed. Psychiatric disability consequent upon but not contributing to physical disability cannot be counted in the assessment of the physical disability under Schedule 2.
