Periodic detention is not an appropriate sentence for persons involved in commercial drug supply on a systematic basis, even where the offender has demonstrated impressive rehabilitation over a significant period. Full-time custodial sentences are required for such offences absent exceptional circumstances, and strong rehabilitation prospects alone do not constitute exceptional circumstances.
