Importation of child pornography under s 233BAB of the Customs Act 1901 (Cth), even at the lower end of seriousness and for personal use only, warrants a custodial sentence rather than a fine. Fines of $1,000 for possession of child abuse material under Queensland classification legislation are manifestly inadequate even for minor examples of the offence. The demand for child pornography contributes to the exploitation of children, and general deterrence is a significant sentencing consideration for these offences.
