In South Australia, general and personal deterrence apply to the fixing of the non-parole period no less than to the head sentence in cases of systematic white-collar fraud. There is no overriding policy that the non-parole period should be reduced in such cases on the basis that the head sentence alone satisfies deterrence requirements. Previous good character carries limited mitigating weight in breach of trust offences, and a stated intention to repay victims at some future time attracts little credit.
