Where an offender has pleaded guilty early (with both utilitarian value and as evidence of remorse) and provided valuable assistance to authorities, a combined discount of the order of 40% may be appropriate. Sentencing judges should quantify the discount, at least by specifying a notional starting point, to ensure transparency in the sentencing process.
