Pre-planning of an offence by a juvenile offender does not of itself rebut the proposition that the offence was the product of immaturity. The inexplicability of serious offending by juveniles with positive backgrounds and no criminal history may itself be substantially explained by immaturity. Immaturity reduces culpability even for offences of the highest order of seriousness, and the weight to be given to youth does not vary depending on the seriousness of the offence.
