Rolled up counts of obtaining property by deception, where multiple individual offences are aggregated into single counts, cannot qualify as continuing criminal enterprise offences under Part 2B of the Sentencing Act 1991 (Vic) by virtue only of the aggregated value. Each individual sale of raffle tickets in a fraudulent scheme constitutes a separate offence; the rolling up mechanism does not change the essential nature of the offences.
