The principles guiding the exercise of the inherent jurisdiction to dismiss an appeal for want of prosecution are the same as those for dismissing an action for want of prosecution. A delay of almost two years in advancing an appeal, without adequate excuse, may constitute inordinate delay warranting dismissal. General prejudice to respondents may be inferred from the nature of serious allegations and the overall length of delay, particularly where the respondents are serving police officers.
