A definition clause must be read into the substantive provisions of the instrument and construed in that context; construing the definition in isolation invites error. Where a planning instrument uses a defined term in a substantive provision that expressly includes a particular use (here, 'schools' as 'community facilities' in the Special Use Zone), the definition must be construed consistently to encompass that use wherever the defined term appears.
