Where an offender's involvement in a drug conspiracy is limited to a single minor act procured by a co-offender, and the offender has good antecedents and has demonstrated rehabilitation during a lengthy pre-trial period, a sentence approaching half that of the principal offenders may be manifestly excessive. A sentencing judge's failure to mention delay and rehabilitation accomplished during the delay period constitutes a failure to take into account material considerations.
