Section 14 of the Criminal Procedure Act 1986 (NSW) permits any person, including police and public officers, to commence proceedings for offences not restricted to specified persons. Sections 173 and 174 deal only with the procedure for issuing court attendance notices, not the source of authority to prosecute. On appeal by way of rehearing to the District Court, circumscription of a charge does not deprive the District Court of jurisdiction where the charge remains within the scope of the original court attendance notice.
