Where a sentencing judge finds an offender's involvement was 'substantially less' than a co-offender's, a differential of only approximately 11% in undiscounted starting points is insufficient to reflect that finding and will give rise to appellate intervention on parity grounds. The culpability of couriers in drug supply networks, while significant, must be reflected in a sentence that is meaningfully differentiated from that of the principal organiser.
