Voluntary cessation of drug supply activity prior to detection, combined with other strong subjective features (youth, good character, contrition, confession to otherwise undetectable offences), can amount to exceptional circumstances warranting a non-custodial sentence for drug supply offences. The combination of factors, rather than any single factor, may be sufficient to establish exceptional circumstances.
