A sentencing judge must determine the appropriate term of the sentence before considering whether to suspend its execution under s 12 of the Crimes (Sentencing Procedure) Act 1999. A suspended sentence for an objectively serious offence of violence committed while the offender is on conditional liberty will likely be manifestly inadequate. The fact that offences committed in the course of one incident involve separate victims does not mandate cumulation of sentences.
