A combined discount of 30% for both a plea of guilty and substantial assistance to authorities is inadequate where the plea alone warrants at least 20% and the assistance was reliable, extensive and given at significant personal risk. In such circumstances, a combined discount of at least 35% is appropriate. Where co-offenders have materially different levels of culpability, a difference of only 5 years in starting points for head sentences of 35 and 40 years respectively is insufficient to reflect the disparity in roles.
