The Wong sentencing ranges for drug importation offences retain continuing utility as indicating the general pattern of sentences, but have no status as guidelines and are not to be increased by any fixed percentage to account for the repeal of s 16G of the Commonwealth Crimes Act. A starting point of about 7 years for couriers importing marketable quantities of heroin was within the sentencing discretion.
