A health practitioners tribunal finding unsatisfactory professional conduct must identify the standard of conduct required and explain how and the extent to which the practitioner's conduct fell short of that standard. Mere recitation of evidence followed by a statement of findings, without commentary on why the evidence leads to the findings, is insufficient. Where a tribunal rejects uncontested expert evidence on a material issue, it must explain and justify its conclusions, and must alert the parties to the possibility of an adverse finding on an uncontested point.
