Where a sentencing judge proposes to fix a parole release date significantly beyond the midpoint of the head sentence, the judge must give reasons explaining the process of reasoning underlying that decision and must afford the parties an opportunity to be heard on that aspect of the sentence. Failure to do so constitutes appealable error. For possession of methylamphetamine (approximately 2 grams) with some element of commerciality (drug addict selling to finance addiction), the appropriate sentencing range is 12 to 18 months imprisonment.
