An appeal under s 67(1) of the CTTT Act is confined to a decision of the Tribunal on a question with respect to a matter of law; it does not extend to questions of mixed fact and law unless a legal aspect can be separately identified. The appellate court cannot engage in fact-finding beyond the identified matter of law, and s 67(3)(a) does not convert the appeal into a gateway for wider review. A 'no evidence' ground may support judicial review but does not (per Spigelman CJ and Basten JA) or may not necessarily (per Allsop P) form a basis for statutory appeal under s 67. Interlocutory decisions of the Tribunal are appealable under s 67.
