Under the ADT Act, an appeal against an interlocutory decision of the Tribunal requires leave under s 113(2A), which may be granted by one presidential judicial member under s 113(2B), but the substantive hearing of the appeal must be conducted by a three-member Appeal Panel under s 24. Section 24A permits one member to exercise interlocutory functions within appeal proceedings (such as granting a stay pending the appeal) but does not authorise one member to hear the entire appeal against an interlocutory decision.
