Under s 63 of the Motor Accidents Compensation Act 1999 (NSW), the phrase 'incorrect in a material respect' refers to the process of assessment, not whether the error could alter the outcome of the certificate. An omission of an impairment that significantly increases the assessed level of impairment (even if the total remains at or below 10% WPI) is material. The proper officer's role is that of a gatekeeper identifying possible error, not a decision-maker conducting an assessment or calculation. Clause 16.13 of the MAA Medical Assessment Guidelines, which required the error to be capable of altering the outcome, is an erroneous construction of the statute.
