The meaning of ordinary words in a legislative provision (such as 'veterinary services') is a question of fact, not law, and therefore cannot ground an appeal limited to questions of law. The Briginshaw standard does not apply routinely to all disciplinary proceedings — it applies only where the facts in issue give rise to matters of gravity concerning the character or behaviour of the practitioner. Procedural deficiencies in original disciplinary proceedings are cured by a full merits appeal to a tribunal.
